


Constructing NEV paths can incentive more trips to be made by NEV rather than Single Occupancy Vehicle. The impact on VMT will depend on the location and proximity of NEV paths to key destinations. While NEVs arguably do not reduce VMT as they still involve the use of small vehicles, NEV facilities may be used by bicyclists and help to build out the active transportation network. Additionally, the use of electric vehicles is in keeping with the state’s larger goals of reducing greenhouse gas emissions due to transportation.


Prioritize NEV connectivity in areas underserved by fixed-route transit, including senior communities and mobile home parks. Ensure NEV access routes are ADA-compliant and connect to essential destinations like grocery stores, clinics, and transit stops. Provide subsidies or incentives for low-income households to access NEVs or shared NEV services.
NEV facilities can require substantial initial investment in dedicated or shared-use paths, crossings, signage, charging infrastructure, and maintenance. Potential funding sources include federal and state programs supporting alternative transportation, zero-emission transportation, and active transportation infrastructure. Local development projects may also contribute toward NEV facilities where improvements are directly related to development impacts. Because NEV facilities can serve both electric vehicles and active transportation users, projects may be eligible for funding through programs supporting bicycle and pedestrian infrastructure when designed and operated as shared facilities.

The City of Lincoln maintains designated neighborhood electric vehicle routes supported by an NEV and Golf Cart Master Plan. The plan addresses circulation requirements, proposed network improvements, parking standards, signage, and striping. Lincoln’s program illustrates how a city can establish coordinated routes and design standards for low-speed vehicles connecting community destinations.
