Description

This measure involves updating parking facility design and curbside management policies to prioritize non- Single Occupancy Vehicle travel and manage parking demand through dynamic pricing, preferential parking, and other strategies.

Implementation Details

  • Conduct curb-use inventories in downtown Modesto, Turlock, and other activity centers to identify opportunities to reallocate space among parking, loading, transit, bicycle, and passenger pick-up uses.
  • Reclaim underutilized curb space for transit stops, carpools/vanpools, bicycle parking, micromobility, and passenger loading.
  • Establish designated pick-up/drop-off areas near major employment centers, schools, civic facilities, and downtown destinations.
  • Coordinate curbside policies with StanRTA to ensure transit stops and passenger loading areas are not obstructed by general parking.
  • Use time-of-day restrictions to accommodate deliveries and commercial activity while prioritizing multimodal transportation during peak travel periods.

Mitigation Potential

Curbside management reduces VMT by prioritizing space for high-occupancy and low-emission modes, facilitating efficient passenger pick-up/drop-off, minimizing vehicle circulation, and supporting first-mile/last-mile connections. While no clear quantification methods exist, this measure is often most effective when implemented with other strategies such as micromobility, prioritized parking, mobility hubs, or other strategies that are quantifiable.

Avoid replacing parking or curbside zones that service workers use such as delivery drivers, janitorial and maintenance staff, or other building support services.

Funding Sources

Implementation can be supported through local transportation funds, including Measure L allocations for traffic management and bicycle/pedestrian improvements. StanCOG also administers federal CMAQ and STBG funding opportunities that may support eligible multimodal and congestion-management improvements. Active transportation components of curbside projects may also be eligible for the California Active Transportation Program.

City of Modesto – Downtown Parking Services

Modesto already manages a substantial municipal parking system, including three parking garages and four pay-by-space lots. This existing parking-management framework provides a practical foundation for expanding curbside management in downtown Modesto, including more deliberate allocation of curb space for loading, transit, passenger drop-off, and other competing uses.

Metropolitan Transportation Commission – Parking and Curb Management

The Metropolitan Transportation Commission provides technical assistance, planning resources, and grants to help Bay Area jurisdictions update parking and curb policies. Its program supports balancing parking with other curb and street needs, including transit, bicycle lanes, goods delivery, housing, and parklets. The program demonstrates how a regional agency can help local governments evaluate competing curb uses and implement parking and curb-management policies that support broader transportation and community objectives.
