Description

Providing bike parking aims to improve amenities for cyclists by installing convenient and secure parking options. Local agencies can require bicycle parking minimums as part of their parking standards code and even offer incentives for converting 1 or 2 vehicle parking spaces to bicycle parking. Regional agencies can provide grants to cities and property owners to retrofit existing vehicle parking or other areas to house bicycle parking. This strategy encourages more people to choose biking as a reliable mode of transportation by ensuring secure and convenient bike parking options.

Implementation Details

  • Require Class II or III bicycle parking as a parking standard for new multifamily, commercial, and institutional developments.
  • Install bike racks, lockers, or other secure bicycle parking at high-demand locations such as libraries, parks, schools, downtowns, transit centers, and other public facilities
  • Include incentives for retrofitting older buildings through local parking code updates or sustainability grants.
  • Consider including bike parking standards that incorporate non-intrusive design.

Mitigation Potential

Secure bicycle parking improves the convenience and reliability of bicycling by reducing theft concerns and supporting bicycle use as an alternative to single-occupancy vehicle travel

Linked Strategies

Equity Considerations

Secure and visible bike parking near schools, transit stops, and shopping centers benefits those who rely on bicycles for daily travel. Equity considerations include providing free or low-cost parking options in low-income areas, ensuring ADA-compliant access, and designing facilities to reduce theft risk in neighborhoods with limited bike infrastructure.

Funding Sources

Private funding sources may be developed as part of individual project applications. Local municipalities may require funding for initial purchase and installation. Bicycle parking can also be combined with other active transportation, transit, or streetscape improvements to leverage available funding.

Examples/Case Studies

City of David – Bicycle Parking Requirements

The City of Davis incorporates bicycle parking requirements into its development regulations to ensure that new development supports bicycling as a practical transportation choice. The standards require bicycle parking for a variety of land uses and establish requirements for location, accessibility, and design. By integrating bicycle parking into local development standards, Davis demonstrates how municipalities can support bicycling through land use and site design requirements.

City of Sacramento – Bicycle Parking Requirements

The City of Sacramento incorporates bicycle parking requirements into its zoning code and development standards. Requirements vary based on land use and development type and include provisions for both short-term and long-term bicycle parking. These standards help ensure that bicycle parking is integrated into new development and redevelopment projects and support broader efforts to increase bicycling as a transportation option.
