
Guaranteed Ride Home (GRH) programs provide a free or reimbursed emergency ride to commuters who regularly use alternative transportation and unexpectedly need to get home. Eligible users can include transit riders, vanpoolers, carpoolers, bicyclists, and pedestrians. A GRH program can complement StanCOG’s existing StanisCruise program by addressing a common concern among potential rideshare participants: how to get home if an emergency, unexpected overtime, or other qualifying event prevents them from using their normal shared commute.


Guaranteed Ride Home programs offer commuters confidence in non-Single Occupancy Vehicle modes of transportation by always having an easy and quick option to get home in the case of emergencies. This assurance of being able to get home when needed encourages non-Single Occupancy Vehicle trips, reducing VMT.

Ensure eligibility includes part-time, shift, and lower-wage workers who may have less predictable schedules. Program enrollment should not depend exclusively on smartphone access, and alternative reimbursement methods should be available. Outreach should prioritize large employment sectors in Stanislaus County where workers may have limited transportation options.
A Guaranteed Ride Home program requires initial funding and ongoing operating resources to reimburse eligible emergency trips. Funding could potentially be incorporated into StanCOG’s existing regional TDM programming, including CMAQ-supported StanisCruise activities, or supported through employer contributions and partnerships with transportation network companies, taxi providers, rental car companies, or transit agencies. StanCOG currently programs CMAQ funding for StanisCruise and StanRTA TDM rideshare activities, providing an existing regional TDM funding structure that could potentially support a GRH pilot.

OCTA offers up to four free emergency rides per year for registered vanpool and transit users, covering rides via taxi, Uber, or Lyft.
The Bay Area’s regional 511 program provides Guaranteed Ride Home assistance to eligible commuters who use alternative transportation and experience qualifying emergencies. The program provides a comparable regional model for establishing eligibility, trip reimbursement, and employer/commuter outreach.
