Description

Promote and expand voluntary TDM programs among employers and property managers by providing toolkits, templates, and outreach materials to increase participation in TDM programs.

Implementation Details

  • Conduct a regional inventory of voluntary or employer-based TDM measures at businesses, institutions, and property developments.
  • Create a shared online toolkit with implementation templates, policy guides, and multilingual outreach materials.
  • Coordinate an annual regional outreach campaign with transit operators and business improvement districts to increase TDM program adoption.

Mitigation Potential

Research shows that expanding marketing and promotion of existing TDM strategies can reduce VMT at participating sites up to 4%. This impact would be compounded if the promotion is coupled with expanded programs and targeting new audiences.

Provide technical assistance to employers and multifamily property managers in underserved communities. Translate outreach materials into multiple languages and use culturally responsive engagement strategies. Encourage partnerships with community-based organizations to reach workers with non-traditional schedules and locations.

Funding Sources

Funding is needed for staff resources, employer outreach, program administration, marketing, incentives, and monitoring. StanCOG has an established funding pathway through CMAQ for transportation demand management, rideshare, and vanpooling programs. Additional funding may be available through Caltrans Sustainable Transportation Planning Grants and other federal transportation programs.

StanCOG StanisCruise

StanisCruise provides a locally operated platform for regional TDM and supports sustainable travel options including transit, carpooling, and vanpooling. StanCOG is continuing to enhance the program to provide additional trip-planning, incentive, reporting, and performance-monitoring capabilities.

511 Contra Costa – Voluntary Employer Commute Programs

511 Contra Costa provides voluntary transportation demand management services that help employers encourage employees to carpool, vanpool, use transit, bicycle, walk, and work from home. Available services include employer consultations, on-site transportation fairs, commuter-management software, Guaranteed Ride Home, transit-pass programs, bicycle-friendly workplace assistance, and commute incentives. The program demonstrates how a regional agency can provide employers with technical assistance and ready-to-use resources that support voluntary commute-reduction programs.
