Description

Collaborate with the San Joaquin Valley Air Pollution Control District and other regional partners to access available transportation and air-quality information and identify opportunities for targeted Transportation Demand Management strategies. Because Stanislaus County is within the San Joaquin Valley air basin, coordination between transportation planning and air-quality programs can help identify employers, industries, and geographic areas where commute-reduction strategies may have the greatest potential.

Implementation Details

  • Coordinate with the San Joaquin Valley Air Pollution Control District to identify available employer commute, air-quality, and transportation data relevant to Stanislaus County.
  • Identify opportunities to use existing employer or transportation surveys to establish baseline commute mode shares.
  • Analyze available data by industry, geography, commute distance, and transportation mode to identify opportunities for TDM outreach.
  • Share aggregate findings with StanCOG member agencies and employers to support targeted TDM implementation.
  • Coordinate air-quality outreach with StanCOG’s StanisCruise program and other regional transportation initiatives.
  • Integrate available transportation and air-quality data into regional TDM monitoring and performance tracking.
  • Use findings to identify industries where vanpooling, carpooling, transit, or telework may provide the greatest opportunity for VMT reduction.

Mitigation Potential

Air district coordination does not directly reduce VMT, but it can improve the effectiveness of transportation demand management programs by helping agencies identify high-priority employers, industries, travel patterns, and geographic areas where VMT-reduction strategies are likely to have the greatest impact.

Ensure outreach includes industries that employ large numbers of low-wage workers, such as hospitality, healthcare, and logistics. Data disaggregation by geography and income level can help tailor VMT-reduction outreach to underserved communities. Equity-focused metrics should be embedded in monitoring to guide investments toward areas with high need and limited mobility options.

Funding Sources

This strategy is unlikely to require substantial additional funding but will require staff time for coordination, data analysis, and outreach. Existing StanCOG transportation planning, air-quality conformity, and TDM resources can support coordination. Where additional analysis or planning is necessary, eligible CMAQ, STBG, or transportation planning resources may be considered. StanCOG is responsible for regional transportation conformity and air-quality planning, creating an existing institutional connection between transportation and air-quality programs.
