
Residential permit parking programs in conjunction with parking pricing (meters) for on-street parking is typically implemented in transitional neighborhoods – near commercial corridors, universities, or entertainment districts—where demand is high and land use is mixed. It reduces vehicle circulation for parking, encourages turn over, and encourages people to consider other modes.


Implementing parking pricing in conjunction with residential permit parking increases the cost of driving to a location and reduces parking spillover into residential areas. Pricing parking disincentivizes the use of Single Occupancy Vehicle and encourages alternative forms of transportation, reducing VMT.

Initial costs include parking studies, signage, permit-management systems, enforcement, and public outreach. Ongoing implementation would primarily be supported through municipal parking-management revenues and local transportation funds. Measure L can provide local funding for eligible transportation improvements, while StanCOG-administered CMAQ/STBG funds may support complementary transportation improvements where eligible.

Modesto’s Downtown Master Plan identifies a comprehensive downtown parking-management approach that includes managing parking supply, improving parking wayfinding, and evaluating the relationship between downtown parking facilities and surrounding neighborhoods. The plan provides a local planning framework for considering residential permit parking where downtown parking demand creates spillover into adjacent neighborhoods.
