Mobility as a Service (MaaS) integrates transportation services into a single platform, allowing users to plan, compare, and potentially pay for multimodal trips. MaaS platforms can combine fixed-route transit, demand-response services, carpooling, vanpooling, bikeshare, and rail services. StanCOG is already implementing elements of MaaS through StanisCruise, while the broader San Joaquin Valley/San Joaquin County region provides an example through Vamos Mobility, which integrates trip planning and fare payment for multiple transit systems and transportation services.
MaaS and payment technologies provide users with increased convenience making alternative modes of transportation more attractive and increasing usage of these modes. While there are not specific quantification methods for this strategy, implementing agencies often conduct surveys to estimate the realized benefits and VMT reduction.
Design Mobility as a Service (MaaS) platforms with multilingual interfaces and non-smartphone access (e.g., call-in or kiosk-based options) for digitally underserved populations. Incorporate low-income fare programs and mobility wallets into the platform to reduce cost burdens. Ensure first/last-mile options connect to transit in rural communities and unincorporated areas of Stanislaus County.
Funding for MaaS technology varies depending on the scope of the platform. Potential sources include CMAQ, which StanCOG currently uses for transportation demand management and vanpool programs; Transit and Intercity Rail Capital Program (TIRCP); Zero-Emission Transit Capital Program (ZETCP); Surface Transportation Block Grant (STBG); and Caltrans Sustainable Transportation Planning Grants. StanCOG’s existing investment in StanisCruise provides an established foundation for expanding regional trip-planning and mobility technology.
StanisCruise is StanCOG’s regional TDM platform and provides multimodal trip planning for transit, carpool, and vanpool trips. StanCOG is currently pursuing enhancements that include transit trip planning, rideshare matching, bicycling and walking integration, trip logging, incentives, real-time commuter information, and performance tracking.
Vamos Mobility provides a regional platform for planning and paying for transportation services throughout San Joaquin and neighboring counties. The platform allows users to compare transit options, including buses, trains, and demand-response services, and provides integrated fare payment through EZHub. The platform includes Stanislaus-area connections and provides a relevant regional model for further MaaS development.
