
Bus Rapid Transit (BRT) is a high-quality bus-based transit system that provides greater capacity and speed. It typically includes features like dedicated bus lanes, off-board fare collection, and signal priority to reduce delays and improve reliability.


Bus Rapid Transit can substantially reduce VMT by providing faster, more reliable, and more frequent transit service that is competitive with driving. Features such as transit priority treatments, enhanced stations, and reduced travel times can encourage transit use and shift trips away from single-occupancy vehicles.

Transit expansion should prioritize areas with high concentrations of transit-dependent populations, including low-income residents, seniors, and essential workers. Late-night and weekend service is critical for shift workers. Equity goals should include minimizing headways in underserved areas and ensuring accessible transit for riders with disabilities through ADA-compliant infrastructure and real-time info tools.
Requires significant capital and operating funding. Potential sources include the FTA Capital Investment Grants, Buses and Bus Facilities Program, Low or No Emission Vehicle Program, State Transportation Improvement Program, Transit and Intercity Rail Capital Program, CMAQ, and local transportation funding. StanCOG is already providing $700,000 in REAP 2.0 funding to StanRTA for implementation study and concept development for a new BRT service in Modesto, making this strategy particularly relevant to the StanCOG region.

San Joaquin RTD operates BRT Express corridors using higher-frequency service, limited stops, improved shelters and boarding areas, prepaid fare equipment, and connections at major transit centers. The system provides a particularly relevant peer example because it operates in a Central Valley region with similar suburban, agricultural, and urban development patterns.
FAX Q provides a strong Central Valley example of BRT implementation. The 15.7-mile route uses 10-minute peak frequencies, transit signal priority, enhanced stations, off-board fare collection, fewer stops, and real-time passenger information. The City reports that Q service is approximately 25% faster than traditional service and had more than 2.5 million riders during its first full year of operation.
